MINUTES OF THE HINGHAM SCHOOL COMMITTEE

 

July 23, 2007

 

Regular Session

 

 

The meeting was called to order by Chrisanne Gregoire at 7:35 p.m. at the School Department Conference Room.   

 

Members Present:                Chrisanne Gregoire, Christine Smith, Barbara Cook, Caryl Falvey, Esther Healey, Steve Nagle.

 

Central Office Present:        Dot Galo, Ellen Keane, Jean Curtis Loud, David Killory.

On a motion by Esther Healey and seconded by Steve Nagel,

                Voted:                    To approve the Minutes of the Regular Session of June 18, 2007. 

 

On a motion by Christine Smith and seconded by Esther Healey,

                Voted:                    To approve the Minutes of the Executive Session of June 18, 2007. 

 

New Business.

 

The Committee heard an update from the 2006 School Building Committee.  Alan Macdonald, Chair of the School Building Committee, provided a status report including 100% construction design for the proposed new elementary school and total cost estimate of $25,900,000 (if bid in the fall 2007), preliminary Hingham Middle School schematic designs and Plymouth River and Foster schematic designs.  Scott Dunlap, Ai3, reviewed the status of Foster and PRS schematic designs.  Alan confirmed that Hingham Public Schools statements of interest have been received by MSBA and suggested the possibility of scheduling a meeting at MSBA with a panel of representatives from the School Building Committee, School Committee, Advisory Committee, and Selectmen.

 

Committee members asked questions.  Chris Gregoire thanked Alan and Scott for their reports.

 

On a motion by Christine Smith and seconded by Steve Nagle,

                Voted:                    To approve the 100% design and cost estimates for the proposed new elementary school.

 

On a motion by Christine Smith and seconded by Esther Healey,

                Voted:                    To approve a Memorandum of Agreement for a Wage Re-opened Settlement for 2007-2008 with the Bus Drivers and School Custodians Association, as recommended by the Salary & Negotiations Subcommittee.

 

On a motion by Christine Smith and seconded by Esther Healey,

 

 

                It was

                Voted:                    To approve 2007-2008 Salary & Fringe Benefit Guidelines for the following, as recommended by the Salary & Negotiating Subcommittee:  secretarial and clerical staff, secretary to the superintendent of schools, technology specialists, technology assistants. 

 

 

The Committee heard a report on South School’s School Council Improvement Plan.  Cheryl Edgar, Principal, reviewed progress in accomplishing 2006-2007 South School Council goals and School Improvement Plan and the

2007-2008 South School Council goals and School Improvement Plan.  Committee members asked questions and thanked Cheryl for her report. 

 

The Committee received a proposed policy on military recruiting at the high school, as proposed by the Policy Subcommittee.

 

The Committee received a proposed policy on the approval of private schools within the Town, as recommended by the Policy Subcommittee.

 

On a motion by Christine Smith and seconded by Caryl Falvey,

                Voted:                    To approve a bid for art supplies, as recommended.

 

On a motion by Christine Smith and seconded by Esther Healey,

                Voted:                    To approve a bid for athletic transportation, as recommended.

 

On a motion by Barbara Cook and seconded by Christine Smith,

                Voted:                    To approve proposed school lunch prices for 2007-2008 at a rate no higher than those recommended (elementary $2.00; middle school $2.25; high school $2.50; adult    $3.00.   The School Department will explore the possibility of reduced rates for the  purchase of lunch tickets for the entire year.  (attached)  

 

The Committee received notification of the resignation of Jennifer Curran, a teacher at Kids In Action, effective June 30, 2007.

 

The Committee received notification of the resignation of Nicoletta Griffin, a paraprofessional at Hingham Middle School, effective June 14, 2007. 

 

The Committee received notification of the resignation of Elizabeth Londergan, a paraprofessional at Hingham Middle School, effective June 14, 2007.

 

The Committee received notification of the resignation of Jacqueline Young, a paraprofessional at Foster School, effective June 15, 2007.

 

The Committee received notification of the change in assignment of Patricia Velie to accounting assistant in the Business Office, effective June 26, 2007.

 

The Committee received notification of the appointment of Katherine Burritt as a grade one teacher at Plymouth River School, effective August 27, 2007.

 

The Committee received notification of the appointment of Dawn Diedricksen as a science teacher at Hingham High School, effective August 27, 2007.

 

The Committee received notification of the appointment of Matthew Fisher as an English teacher at Hingham High School, effective August 27, 2007.

 

The Committee received notification of the appointment of Jayme Fitzgibbon as a grade one teacher at Plymouth River School, effective August 27, 2007.

 

The Committee received notification of the appointment of Debra Kirby as a reading tutor at Hingham Middle School, effective September 4, 2007.

 

 The Committee received notification of the appointment of Andrea Maffeo as a science teacher at Hingham Middle School, effective August 27, 2007.

 

The Committee received notification of the appointment of Katherine Marsjanik as an art teacher at Plymouth River School, effective August 27, 2007.

 

The Committee received notification of the appointment of Cheryl McMillan as a paraprofessional at South School, effective August 27, 2007.

 

The Committee received notification of the appointment of Maria Sandberg as a paraprofessional at Foster School, effective September 4, 2007.

 

The Committee received notification of the appointment of Richard Swanson as assistant principal at Hingham High School, effective August 27, 2007.

 

On a motion by Barbara Cook and seconded by Esther Healey,

 

                It was

                Voted:                    To approve the home schooling of Samuel Leger, grade 5, for the 2007-2008 school year.

 

On a motion by Esther Healey and seconded by Steve Nagle,

 

                It was

                Voted:                    To approve the home schooling of Emma ( grade 11), Rebecka (grade 9), and  Samantha (grade 8) Pinkham, for the 2007-2008 school year.

 

Budget.

 

The Committee heard a report on close out of the 2006-2007 budget.

4.             Status of staff hiring
